Description

追加で Slack を実装するときも、新しく SlackNotifyService を足すだけで済む
もし「将来の通知をひとまとめにしたい」場合は、Slack追加時に

既存の EmailSender を PredispensingAlertNotifier 配下に移動
共通ロジックを PredispensingAlertService にまとめる
のように整理すればOKです。
