 入力: mode: 'provider'|'heuristic', locked_ids: number[]（固定順） 

 サーバ内部で route.api（例：Routes API の waypoint 最適化／Distance Matrix + 近似TSP）を呼ぶ 

 出力: 並び順・所要時間・距離のサマリ 

 ふるまい: 結果をDBへ保存（route_order等）し、イベント/監査ログを記録
